On July 30, 2026, the Office of Foreign Assets Control added one individual and five entities to its Specially Designated Nationals List. The release identifies the action as a counter-terrorism designation and a non-proliferation designation update. The listed parties include individuals and organizations in China, Russia, Iran, Iraq, the Netherlands and India.

New SDN List designations

The individual added was TANG, Xin, also known as “TANG, Mike,” a Chinese national born December 16, 1969. OFAC lists him as male and provides Chinese National ID No. 110105196912164113. The entry carries the [SDGT] and [IFSR] designations, identifies a secondary sanctions risk under section 1(b) of Executive Order 13224, as amended by Executive Order 13886, and links him to MAHAN AIR.

  • AIR CARGO PRO LIMITED, also known as AIRCARGOPRO LTD and LIMITED LIABILITY COMPANY AIRCARGOPRO, based in Moscow, Russia, established May 26, 2010, and linked to MAHAN AIR.
  • DADENEGAR STARTUP STUDIO, with listed addresses in Tehran, Iran; Al Anbar Governate, Iraq; and Assen, Netherlands. OFAC lists its organization type as computer programming activities and its establishment year as 2021.
  • SHANGHAI ELITE INTERNATIONAL TRAVEL CO LTD, also known as SHANGHAI MAHAN INTERNATIONAL TRAVEL SERVICE COMPANY LTD, based in Shanghai, China, established February 24, 2014, and linked to TANG, Xin.
  • SHANGHAI WINGS INTERNATIONAL LOGISTICS CO, also known as SHANGHAI WINGS INTERNATIONAL FREIGHT CO LTD and SHANGHAI YISHANG INTERNATIONAL FREIGHT CO LTD, with listed locations in Shenzhen and Shanghai, China, established January 15, 2021, and linked to MAHAN AIR.
  • SKIEZ TRAVELS AND LOGISTICS PRIVATE LIMITED, also known as SKIEZ TRAVELS AND LOGISTICS PVT LTD and “SKIEZ TRAVEL,” based in Srinagar, India, established November 27, 2020, and linked to MAHAN AIR.

Each of the five entities carries the [SDGT] designation. The entries for AIR CARGO PRO LIMITED, SHANGHAI ELITE INTERNATIONAL TRAVEL CO LTD, SHANGHAI WINGS INTERNATIONAL LOGISTICS CO and SKIEZ TRAVELS AND LOGISTICS PRIVATE LIMITED also carry [IFSR] and identify a secondary sanctions risk under section 1(b) of Executive Order 13224, as amended by Executive Order 13886. The DADENEGAR STARTUP STUDIO entry carries [SDGT] and identifies the same secondary sanctions risk.

Record update

OFAC also changed the SDN List entry for DURANSOY, Cagri. The revised record identifies him as a Turkish national and male, born August 4, 1985, in Kadikoy, Turkey, and links him to JAFARI, Milad. The entry retains the [NPWMD] and [IFSR] designations, states that he is subject to secondary sanctions, and lists Turkish passport numbers TR-T 577847 and 31/2857612/2007. OFAC reported no unrelated administrative list changes.
