The U.S. Department of the Treasury’s Office of Foreign Assets Control released a “Counter Terrorism Designations Removals and Update” on August 5, 2026. The action concerns deletions and a change to entries on OFAC’s Specially Designated Nationals and Blocked Persons List, commonly referred to as the SDN List.
Fly Baghdad and Aircraft Entries Removed
OFAC deleted three entries associated with Fly Baghdad: FLY BAGHDAD AIRLINES COMPANY, IRAQ EXPRESS, and FLY BAGHDAD. The entries identified the organization’s addresses in Baghdad, Iraq, including Hurriya Square, Building 66, Street 25, Sector 925, Babil Neighborhood, and Jamia Street, Jadriya. Each entry stated that the organization was established in 2014 and classified it as a passenger air transport organization designated [SDGT].
The deleted organization entries also stated a secondary sanctions risk under section 1(b) of Executive Order 13224, as amended by Executive Order 13886, and identified the Islamic Revolutionary Guard Corps (IRGC)-Qods Force as the linked entity. The entries included Fly Baghdad’s alternate names: FLY BAGHDAD AIRLINES COMPANY, IRAQ EXPRESS, and FLY BAGHDAD, with the Arabic name فلاي بغداد also listed.
OFAC also deleted two aircraft entries linked to FLY BAGHDAD AIRLINES COMPANY. YI-BAF was identified as a Boeing 737 manufactured on 24 May 2002, with manufacturer’s serial number 32412 and tail number YI-BAF. YI-BAN was identified as a Boeing 737 manufactured on 08 Jan 2008, with manufacturer’s serial number 35064 and tail number YI-BAN. Both entries identified Fly Baghdad as the operator and carried the [SDGT] designation.
Change to Basheer Al-Shabbani Entry
The update changes the linked entity for AL-SHABBANI, Basheer Abdulkadhim Alwan. The entry identifies him as an Iraqi national, male, born 01 May 1986, with an address in Baghdad, Iraq. It lists alternate names including AL-SHABANI, Bashir Abd al Kazim Alwan; ALSHABBANI, Basheer; and SHABBAN, Basheer.
Before the change, the entry identified FLY BAGHDAD AIRLINES COMPANY as the linked entity. After the change, it identifies the ISLAMIC REVOLUTIONARY GUARD CORPS (IRGC)-QODS FORCE as the linked entity. The entry continues to state a secondary sanctions risk under section 1(b) of Executive Order 13224, as amended by Executive Order 13886, and remains marked [SDGT]. The source states that there were no unrelated administrative list changes.
